Deputy Chief Finance Officer

We are delighted to be supporting an NHS organisation who are seeking to appoint a Deputy Chief Finance Officer. Agile working will be supported.

Key responsibilities will include:

  • Responsible to the Chief Finance Officer (CFO) for the leadership and performance management of the Financial Management, Contracting and Costing departments;

  • Transforming the Financial Management Function integrating with Contracting and Costing (including SLR and PLICs);

  • Ensuring that the departments support Finance and the organisation in the delivery of its key strategic and business objectives;

  • Enabling Financial Management to develop as business partners and advisors to corporate directorates, clinical divisions and strategic planning, with knowledge and skills of income and costs, to provide robust business and commercial advice;

  • Ensuring that department systems and processes are fit for purpose and colleagues are trained and equipped to deliver support and services;

  • Leading the annual budget setting process, planning organising and co-ordinating the work of the Finance department;

  • Leading the annual Financial Operating Plan process and submission to regulatory bodies;

  • Ensuring the accurate and timely provision of internal monthly financial reporting information;

  • Undertaking the production, analysis, interpretation and comparison of financial issues, service developments, service reconfiguration and business cases.

The ideal candidate will have:

  • CCAB or equivalent Professional Accountancy Qualification;

  • Continuous Professional Development (CPD) record complying with membership of accounting body;

  • Proven experience within the NHS at this level;

  • Detailed knowledge of NHS budgeting and planning process and general NHS finance regime, including PbR, contracting etc;

  • Experience of developing robust I&E forecasts and delivery of financial balance and financial recovery plans;

  • Proven track record of financial performance management;

  • Experience of staff and departmental management;

  • Highly developed analytical skills to solve complex financial and non-financial problems;

  • Able to understand and interpret national financial policies and guidance, and advise on their implementation.
