Finegreen are currently supporting a large NHS organisation in the appointment of a senior NHS estates professional for their current Capital Programme scheme.
Key responsibilities will include:
Oversee the 2023-24 Estates Capital Plan;
Manage the existing Estates capital projects team;
Develop monthly reports of contract progress ensuring any issues affecting cost/time are notified to
the Associate Director of Building Fabric & Investment at the earliest possible opportunity;
Report on monthly progress to the Capital Investment Group (CIG),develop design briefs/ works information as detailed under the JCT / NEC form of contract;
Responsible managing of and/or undertaking physical site surveys, technical assessments and reports;
Ensure the design and specification of major and minor projects to satisfy the agreed brief;
Undertake the management of major and minor projects from inception through to completion, commissioning and defects liability;
Ensure the preparation of estimates and outline costs. Calculating, setting and agreeing cost limits for projects, and ensuring effective cost control;
Act as the budget holder for projects, to predict cash flows and to report on the financial status, pre,
during and post contract;
Setting design and contract programmes and monitoring to ensure objectives are achieved;
Examining design proposals, including value engineering of preferred options, to ensure they provide the best solution; and are economical to maintain and comply with good practice;
Prepare and issue tender documentation to SFI’s and producing post tender analysis;
Ensuring effective co-ordination of all stakeholders to the project, including client departments, designers, planning, building regulations, health &safety, ICT, security, fire, etc.;
Responsibility for co-ordination of the commissioning, furnishing and handover of new and refurbished accommodation;
Manage the total project delivery including all services provided by the Estates & Facilities Directorate;
Liaison with all stakeholders, client groups, design teams, parent/patient forums, maintenance teams, facilities management teams and others during the design, contract and handover period, up to the end of the defects liability period;
The ideal candidate will have:
Educated with a relevant building engineering or master’s degree or an equivalent i.e. professional/post graduate/relevant qualification with a minimum of 5 years’ experience;
Proven track record of presentation and authoring strategic NHS related Capital Programme documents;
Preparation of financial reports to record financial resource against agreed budget.
