Interim Contracts & Planning Manager

Job Description

We are working with an NHS organisation who are seeking to appoint an Interim Contracts & Planning Manager for a short term interim assignment.

The role will start ASAP and be for 3 to 6 months initially. The contract is expected to be remunerated at Band 8b under the NHSI Agency Capped rates and has some hybrid working available.

Key responsibilities will include:

  • Responsible for leading and coordinating activity-based forecasting and planning processes (both annual and long-term), identifying key impacts of demand growth, service development and performance target delivery on all key resources including beds, workforce and budgetary allocations;

  • Liaise with commissioners, service leads and other colleagues to identify and resolve any contractual issues, monitor delivery and assess risks and opportunities;

  • Manage and monitor commissioner investments and ensure appropriate budgetary allocations from reserves;

  • Responsible for ensuring that organisation wide budgets (including contract income and reserves) are set appropriately, reconciled and monitored to ensure that investments are correctly approved and funded in budgets;

  • Liaise with organisational commissioners and service leads to ensure that contract issues are addressed, service developments are funded in contract and funding devolved to service line budgets;

  • Responsible for monitoring delivery, assessing risks and mitigations to achievement of financial targets for forecasting and planning purposes;

  • Review changes to NHS Payment Scheme (NHSPS) and Standard Contract and other proposed variations to contract to ensure that risks to the organisation are identified and managed and opportunities are maximised.

The ideal candidate will have:

  • Proven background in Finance;

  • NHS Finance Management experience;

  • Understanding of NHS contract and tariff guidance;

  • Wider finance experience, including an understanding of forecasting and NHS planning.
