We are working with an NHS organisation who are seeking to appoint an Interim Contracts Manager focused on Estates & IT categories. The role will start ASAP and will be for 6 months initially.
The role will by hybrid with 1 day a week expected on site.
Key responsibilities will include:
The Contracts Manager is responsible for developing, negotiating, managing, and leading complex contractual, legal, and financial arrangements with providers of goods and services for both the Digital and Estates Divisions for the Trust;
Manage the portfolio of Digital and Estates contracts to ensure value for money and contract assurance holding suppliers to account;
Identify and lead on new and emerging technologies in conjunction with Heads of Digital and Estates with particular emphasis on sustainability and carbon neutral targets in line with the NHS net zero plan;
Represent Digital and Estates as the department lead on new tenders in conjunction with the Trust’s outsourced procurement provider;
To provide strategic procurement advice and expertise. Manage internal Digital and Estates operations to enable the delivery of the vision, business plans, saving targets and day to day operations;
Work within the regional ICS framework to ensure “better buying together” targeting collaborative buying and economies of scale;
Build professional relationships, initiate, and lead change to enable all staff to deliver savings and quality improvements. Work to improve the service, enhance expertise and build procurement capability and capacity. Operate within EU procurement legislation and Trust Standing Financial Instructions;
The post holder is also responsible for the implementation of local and national contracts in line with the Trust’s procurement strategy and the Standing Financial Instructions (SFIs).
The ideal candidate will have:
Educated to master’s level or equivalent experience;
CIPS;
Knowledge of procurement rules and standing financial instructions (SFIs);
Experience working with NHS procurement;
Understand B2B and B2C relationships and with an attention to the customer needs;
Undertaking value for money assessment (VfmA);
Proven track record of negotiating contracts and managing competitive tendering process and working knowledge of the EU regulations;
Proven track record in implementing required amendments to department policies processes inline with national policy changes to maintain compliance;
Knowledge of improvement cycles;
Financial and business acumen;
Bid writing and negotiation skills.
