Head of Estates Capital Planning & Strategic Development

Job Description

We are excited to be supporting an NHS organisation with appointing the position of Head of Estates Capital Planning & Strategic Development. The role is based in Yorkshire, on an interim basis until December 2022 initially.

The post holder must be able to deploy expert professional skills and knowledge across the full range of functions to be managed using initiative to work independently, and using discretion to work within statutory and mandatory requirements governing all aspects of estates capital and strategic planning and development.

Key responsibilities will include:

  • Manage the on-going estates elements of the capital planning process, ensuring all major projects are commissioned and project managed to achieve the time, cost and project objectives set by Capital Board;

  • Represent the estates capital planning & strategic development function by participation in or attendance at a range of high level governance groups including but not limited to Capital Board; Business Planning Group; Executive Directors Group and Board;

  • Support reviews of clinical or corporate services configurations, analysing the impact on estates capacity of proposed changes and advising on estates and related consequences;

  • The post holder will receive, provide and explain highly complex technical (estates project management) information, to both specialists and non-specialists e.g. senior managers;

  • Provide periodic formal reports in respect of the estate’s capital programme;

  • Will provide specialist works and building, legislation and project management knowledge;

  • Will be required to make judgements, plan, organise and problem solve across a wide range of estates issues taking into account mandatory, statutory and regulatory requirements;

  • Develops and plans the estates aspects of the capital plan and the procurement strategy for delivery of the capital estates changes;

  • Responsible for the development and implementation of capital procurement policies and protocols.

The ideal candidate will have:

  • Educated to Masters (MBA/MSc) level or equivalent relevant post-graduate qualification or equivalent technical qualification;

  • Significant estates project management experience and can demonstrate successful completion of a range of high level projects involving capital expenditure;

  • Experience of developing specialist policies and procedures related to estates capital & procurement;

  • Problem solving and identification of potential cost-effective solutions.
